The event took place on 4 February 2010 on the grounds of the training centre at Depot Division, Regina, Saskatchewan, Canada.   Previous verified claims 1. 430 recruits at the Scottish Police College at Tulliallan were handcuffed together in a single continuous line on 28 May 2009 at the Scottish Police College at Tulliallian Castle.
